The Apple Developer Program License Agreement says the Account Holder can request a refund from Apple Support if they cancel and opt out of Xcode Cloud immediately. Apple decides each refund based on how many compute hours you've already burned that period. Unused compute hours never roll over to the next month, so cancelling mid-cycle without a refund usually means losing whatever you haven't used.
