Uber One subscription charges are non-refundable once a billing cycle begins, and Uber does not pro-rate refunds for mid-cycle cancellations, you keep access until the period ends. The only automatic refund is for charges that hit within 24 hours of you cancelling. For ride cancellation fees, you can dispute via the trip receipt in-app ('Review my cancellation fee') and Uber often refunds as Uber credits. Delete your Uber account (not just cancel)

Cancelling stops the billing; deleting removes your account and personal data. Do them in that order, deleting an account with an active subscription can leave the billing running with no way to log in and stop it.
