What happens to what you’ve already paid
Steam's headline rule: request a refund within 14 days of purchase AND with under 2 hours of playtime on the game, no reason needed. DLC follows the same 14-day rule if the underlying game has under 2 hours since purchase. In-game purchases in Valve games are refundable within 48 hours if unused. Approved refunds land within 7 days as Steam Wallet credit or back to your original payment method. Outside the window? You can still ask via a manual ticket; Valve says it will take a look, and EU/UK faulty-goods rights may apply.

Does Steam charge a cancellation fee?
We found no cancellation fee in Steam’s published terms. On a rolling plan you simply pay to the end of the current billing period and nothing after. If you’re inside a fixed minimum term, check your signup email for the end date, cancelling early is where fees usually hide.
What doesn’t work for cancelling Steam

- ✕ Requesting a refund after 2 hours of playtime through the automated flow, The first stage of the refund system is automated and hard-blocks anything past 2 hours or 14 days, you must escalate via a manual ticket and it is entirely discretionary.
- ✕ Refunding CD keys or Steam wallet cards bought from third-party retailers, Valve explicitly excludes purchases made outside of Steam from its refund policy.
- ✕ Refunding a VAC-banned game, Being banned by Valve Anti-Cheat on a title forfeits your refund right for that game.
- ✕ Refunding video content (movies, series, tutorials) on Steam, Valve does not offer refunds for standalone video content unless bundled with other refundable material.

Cancelled Steam but still being charged?
Three common reasons, in order of likelihood:
- The cancellation didn’t actually complete. If you never received a written confirmation from Steam, treat it as not cancelled. Email
support@steampowered.comreferencing your original request date and ask for written confirmation plus a refund of any charge taken since. - You cancelled in the wrong place. Subscriptions started through the App Store or Google Play bill through Apple or Google, cancelling on Steam’s site doesn’t touch them. Check Settings → Subscriptions on iPhone, or Play Store → Payments & subscriptions on Android.
- Billing lag. A charge that was already in flight when you cancelled can still land a few days later. One trailing charge can be normal; two is not.
If they keep charging after a confirmed cancellation, that’s chargeback territory: dispute the charge with your bank citing “subscription cancelled, merchant continued billing”. How Steam will try to keep you
Steam may respond with a retention offer, a discount, a free month, or a downgrade to a cheaper tier. Don't engage with the counteroffer. Restate that you want a full cancellation and cite the consumer law again if they push back.

You say: Reply to the same ticket citing 'mitigating circumstances', a human reviews stage-two tickets. Cite technical issues, misleading store description, or your statutory rights (UK CRA 2015 / EU Consumer Rights Directive) if the game is faulty or misdescribed.
They’ll say: “Refund issued as Steam Wallet credit instead of back to card”
You say: Explicitly request 'refund to original payment method' in the ticket. Valve's policy defaults to original method unless that payment channel can't accept refunds, push back if you're pushed to Wallet without reason.
They’ll say: “'Playtime exceeded 2 hours' when most of it was loading/menu time”
You say: Steam tracks total client time, not active gameplay. State this explicitly, attach screenshots of load-time issues or crash logs, and reopen the ticket for human review, this is where discretionary refunds are granted.
They’ll say: “Pre-purchase / early access playtime counted against your 2 hours”
You say: Since April 2024, early access playtime counts. If you only played the beta test build (a separate branch), argue that beta testing is excluded from the two-hour limit per Valve's own updated policy wording.
They’ll say: “Refund pending, Steam suggests you 'cancel refund' if issue resolves”
You say: You can cancel a pending refund via help.steampowered.com if it hasn't been approved yet, but once funds move you have to repurchase. Only cancel if you're 100% sure, otherwise let it complete.
Your rights when cancelling
The law where you live is the strongest hook, lead with it when you contact the company.
United States
- FTC Click-to-Cancel Rule (2024+)Cancel must be as easy as sign-up.
The Federal Trade Commission’s Click-to-Cancel rule requires Steam to make cancelling at least as simple as signing up, same channel, same number of clicks. If they buried the cancel button or forced a phone call, they’re in violation; report to reportfraud.ftc.gov.
- California ARL (auto-renewal law)Renewal must be cancellable online.
California Business & Professions Code §17602 forces any company billing California residents on auto-renewal to provide an online cancel mechanism. Lawsuits have been won on this; companies often refund quickly when it’s cited.
Worldwide
- Card-issuer chargebackYour bank can reverse the charge.
Visa, Mastercard, and Amex all run chargeback schemes, “goods/services not as described” or “subscription not cancelled” are valid reason codes everywhere they operate. Your bank handles the dispute; Steam has ~45 days to defend.
Rights in other regions (United Kingdom, European Union)
United Kingdom
- Consumer Contracts Regulations 201314-day cooling-off on new subscriptions.
You can terminate any continuous service contract within 14 days of starting it and recover any payment, no questions asked. Applies regardless of Steam’s own policy.

If Steam’s service was misrepresented or didn’t deliver what was promised, you have a statutory right to remedy (repair, refund, or price reduction) regardless of their terms.
European Union
- Consumer Rights Directive 2011/83/EU14-day right of withdrawal across all EU states.
EU-wide statutory right to withdraw from any distance-sold contract within 14 days. Mirrored into local law in every member state. Steam must honour it regardless of where they’re headquartered.
Delete your Steam account (not just cancel)
Cancelling stops the billing; deleting removes your account and personal data. Do them in that order, deleting an account with an active subscription can leave the billing running with no way to log in and stop it.
If there’s no delete option in Steam’s account settings, email support@steampowered.com with the subject Account deletion request, [your account email] and ask for your account and personal data to be erased under state privacy laws such as the CCPA. They’re typically required to act on it, most companies complete erasure within about 30 days, and you should ask for written confirmation when it’s done.
Common questions about cancelling Steam
Steam isn't a paid subscription, so there's nothing to 'cancel' in the recurring-billing sense. To permanently delete the account (and lose every game in your library), go to **help.steampowered.com → My Account → Manage Account Details → Delete my Steam Account → Proceed to Account Deletion**. The deletion is permanent, but Valve gives you a 30-day window to reverse it if you change your mind. If you just want to stop future charges, remove your stored payment method instead, no games are lost.
